Exclusive: Nine homes on two blue-chip Balmoral Slopes streets have been earmarked for development.

Nine homes on Mosman’s prestigious Balmoral slopes could be demolished and replaced with 110 luxury apartments, following a recommendation by the NSW Housing Delivery Authority (HDA).

Mosman Collective can today reveal that 145A & 147 Raglan Street, and 15, 17, 19, 21, 23, 25 & 27 Muston Street have been declared State Significant Development (SSD), the fast-track planning pathway that allows major projects to bypass local council.

A pre-development application is yet to be lodged.

The SSD order, signed by Planning Minister Paul Scully on August 31, means the 4,200sqm site could become an 8-storey apartment building, with 15% of dwellings set aside as affordable housing (5% in perpetuity and 10% for 15 years).

The amalgamated land also carries concurrent rezoning, to allow for a building height uplift.

“The proponent is to provide analysis and information that supports a proposed approach to affordable housing as part of the SSD merit assessment process,” the HDA record of briefing states.

“The Department will work with the proponent to determine an approach to affordable housing that reflects the expectation that there is value returned to the community from the significant uplift achieved above existing planning controls.”

The applicant is Mondo Developments Pty Ltd, a private company whose ABN has been active since 26 February this year, registered to a business address in Brookvale.

Property records reveal the nine homes are all individually owned. The most recent sale was 15 Muston St, which changed hands in June 2025 for $5.25 million.

Another large block – eight homes on Ourimbah Rd and two on Heydon St, was also deemed SSD on August 31.

Meanwhile, the Planning Minister has declared two additional mega-lot sites SSD. Chem Property has acquired 1, 3, 5, 7, 9, 11, 13 and 15 Ourimbah Rd and 10, 12 Heydon St, with plans for a 28.6m high building with 120 apartments (5% affordable).

In Cremorne, 257, 261 and 263 Military Rd have also become SSD, with plans for a 20-storey building of 129 apartments (5% affordable) and ground-floor retail. The proposed total height is 65 metres, while the current height control is 16 metres.

“Whilst the site is a good location for proposed housing development, the project will require refinement, in consultation with the Department, through the merit assessment process,” the HDA record of briefing states.
